Some resources, especially funding when considering the fixed budget, can vary (Ambler, 2007). Typically when someone is using a fixed budget, all financing options are fixed. However, one may provide a fixed estimate at the start of a project which allows the stakeholders to "minimize" their perceived risk; then stakeholders can treat an IT investment like "a true investment" by increasing the amount of money they provide to effective teams and decreasing funding to inefficient or ineffective teams. Many contemporary businesses have little in the way of traditional "overhead," their employees are scattered around in different locations, many working out of small local offices, or even telecommuting from the comfort of their own homes. This paper asserts that telecommuting offers many advantages to both employers and workers. Among these benefits are flexibility, lack of additional expenses for a physical plant, and the ability to make use of talent wherever it might be found. Workers benefit by being able to set their own schedules, spend more time with their families, and, in general, manage their time more productively and save on the expenses of genuine commuting. However, telecommuting also has its problems in terms of worker motivation, quality control, productivity, morale, and even environmental impact. Furthermore, this paper asserts that telecommuting can be a terrific success, but it can also be a two-edged sword, with benefits succumbing to disabilities.

From the Paper "After Marconi's discovery, the world of radio moved forward with surprising rapidity. For the first few years following Marconi's original discoveries, he was forced, after receiving no interest on the part of the Italian government, to travel to London, finding support for this emerging technology by the British government, who began to use the wireless technology as a means of broadcasting messages with previously non-existent speed and portability. By the early 1900s, wireless radio technology found its way to the shores of the United States in the hands of an electrical engineer from the University of Pittsburgh by the name of Reginald Fessenden, a man who worked with Thomas Edison himself. With Fessenden's knowledge of electricity, he was able to soon discover that in order to be able to broadcast over a wide area with any level of strength, he would need an improved transmitter, which he commissioned General Electric to build for him.
